HUGO.legal has been providing legal assistance free of charge and under favourable terms to all people residing in Estonia. in cooperation with the Ministry of Justice for 7 years. During this time, approximately 60,000 people have used the service. Thanks to state funding, the first 2 hours of legal assistance are free. Legal assistance is available in 16 major county centers, in person, via email, or through video conferencing.
Who can receive free legal assistance?
Free legal assistance is available to all residents of Estonia, whose average gross income is up to 1200 euros per month. The exception is family matters concerning child rights, where the income limit is up to 2000 euros.
How much free legal assistance can be received?
The first two hours of consultation are free. If more time is needed, an additional 3 hours can be obtained at a discounted rate of 45.75 €/h. In cases concerning child rights, legal assistance is provided at a discounted rate for up to 10 hours. Court representation costs in the framework of state-supported legal assistance are not covered, but representation can be arranged as a separate paid service.

The service is provided by experienced HUGO lawyers, whose average professional experience is 17 years. All lawyers have a master’s degree in law.

How to receive free legal assistance?
To receive free legal assistance, you must sign a client agreement and pay a one-time participation fee of 5 euros, which guarantees the opportunity to receive legal assistance on favorable terms until the end of the calendar year.
