We announce that starting January 1, 2026<\/strong>, the Ministry of Justice and the Ministry of Digital Affairs will end the provision of free legal counseling<\/strong> for those in need. The ministries plan to replace counseling services with a chatbot<\/strong> and, in the future, create new positions of \u201ccase clerks\u201d attached to courts.<\/p>\n

\u201cEach year, around 10,000 people receive state-supported legal aid \u2014 many of them are parents facing complex family issues. If this opportunity disappears, the most vulnerable people will be left without protection of their rights,\u201d said Erki Pisuke<\/strong>, Head of Legal at HUGO.legal.<\/p>\n<\/blockquote>\n

\n

\u201cThe ministry\u2019s plan is incomprehensible \u2014 they talk about a robot, but not about what will happen to the 10,000 people who have received legal aid every year,\u201d Pisuke added.<\/p>\n<\/blockquote>\n

\n

Minister: Questions Are Repetitive and Technology Has Advanced<\/h3>\n

Minister of Justice and Digital Affairs Liisa Pakosta<\/strong> told Postimees<\/em> that, over time, it has become clear that the questions people ask are repetitive.<\/p>\n

According to Pakosta, the ministry\u2019s chatbot is in its final testing phase and is planned to be launched at the beginning of the new year.<\/p>\n

\n

\u201cIt will allow everyone to quickly and easily find information on how to take legal action to protect their rights,\u201d the minister explained.<\/p>\n<\/blockquote>\n

\n

HUGO: A Robot Cannot Replace a Lawyer<\/h3>\n

According to Pisuke, using a chatbot instead of a lawyer is like sending a plane into the air without pilots.<\/p>\n

\n

\u201cModern aircraft can take off, fly, and land on autopilot, yet there are still two experienced pilots on board. The reason is simple \u2014 responsibility and decision-making cannot be automated,\u201d Pisuke said.<\/p>\n<\/blockquote>\n

\n

\u201cThe same applies to legal services. A robot can assist a lawyer, but it cannot assess the human dimension of a situation or take responsibility for mistakes. Clients are not looking for legal paragraphs \u2014 they are looking for solutions to their problems.\u201d<\/p>\n<\/blockquote>\n

Pisuke added that HUGO.legal<\/strong> supports the development of legal technology and uses it daily but emphasized that automation must create real value for people and genuinely help them<\/strong> \u2014 not leave them alone talking to a machine about their problems.<\/p>\n

\n

Technological Progress Requires Responsibility<\/h3>\n
\n

\u201cAt HUGO, we keep pace with technological progress. We created Estonia\u2019s first legal robots, and our applications have helped thousands of clients. But even we wouldn\u2019t claim that a person in need could rely on a chatbot\u2019s advice when dealing with complex legal issues.<\/p>\n<\/blockquote>\n

\n

The minister\u2019s statement that first-level legal aid questions are repetitive doesn\u2019t reflect real practice. At HUGO, we\u2019ve been using legal robots for over five years to handle simple and narrowly defined legal issues \u2014 and from our experience, these represent only a small fraction of all legal problems.<\/p>\n<\/blockquote>\n

\n

Technology must certainly be used to improve access to legal services, but we clearly see that in most cases, human lawyers\u2019 involvement is still necessary,\u201d Pisuke noted.<\/p>\n<\/blockquote>\n

According to him, by discontinuing the project, the state is discouraging people from standing up for their rights<\/strong>.<\/p>\n

\n

\u201cThe ministry\u2019s decision neglects children and their rights. Essentially, it tells parents to go to court on their own. But in practice, the opposing side often has expensive lawyers. Now single mothers are being told to ask a chatbot for help and then face much more experienced opponents in court. This puts children\u2019s rights in a very unfortunate position.\u201d<\/p>\n<\/blockquote>\n

\n

HUGO Will Continue Supporting Those in Need<\/h3>\n

HUGO.legal<\/strong> will not leave people without help.<\/p>\n

\n

\u201cSince the state is pulling the rug out from under those in need, we are preparing a new service that will allow people to receive legal aid for an affordable monthly fee. We want to provide a real solution that fills the gap the state\u2019s decision will leave,\u201d Pisuke explained.<\/p>\n<\/blockquote>\n

More information about the new service will be shared soon, but it will focus on out-of-court legal assistance<\/strong>, which makes up the vast majority of cases.<\/p>\n

\n

\u201cStatistics show that only a small fraction of cases reach court \u2014 people mostly need legal help outside of it. Over the years, we\u2019ve built strong experience and understanding to base this new service on,\u201d Pisuke concluded.<\/p>\n<\/blockquote>\n

Important Information!<\/h3>\n

Who can receive free legal aid in 2025?<\/strong>
All residents of Estonia whose average gross income is up to \u20ac1,200 per month<\/strong>.
An exception applies to family matters concerning children\u2019s rights<\/strong>, where the income limit is up to \u20ac2,000<\/strong>.<\/p>\n

What is the scope of free legal aid?<\/strong>
The first two hours<\/strong> of counseling are free.
If that\u2019s not enough, it\u2019s possible to get three additional hours<\/strong> at a reduced rate of \u20ac46.50\/hour<\/strong>.
In family cases related to children\u2019s rights, up to 10 hours<\/strong> of discounted legal aid are available, including court representation.
In other cases, court representation is not covered by state support<\/strong>, but can be obtained as a separate paid service.<\/p>\n

Tallinn, Tartu, P\u00e4rnu, Rapla, Viljandi, Valga, V\u00f5ru, P\u00f5lva, J\u00f5geva, Paide, Narva, J\u00f5hvi, Rakvere, Haapsalu, Kuressaare, and K\u00e4rdla.<\/p>\n

How to get free legal aid?<\/strong>
To receive free legal aid, you must sign a client agreement and pay a one-time co-payment of \u20ac5<\/strong>, which grants access to discounted legal aid until the end of the calendar year.
Minors are exempt from the co-payment.<\/p>\n
